BC Ferries files its submission for the Next Performance Term (“PT5”) which commences on April 1, 2020 and ends on March 31, 2024. The submission includes BC Ferries’ Performance Term Four Report, Capital Plan, Efficiency Report, and Traffic Demand Forecast.
The commissioner invites public comments on BC Ferries’ submission to assist him in the preliminary determination of price caps for PT5 by March 31, 2019. Comments or submissions can be sent by email to firstname.lastname@example.org or by mail to:

BC Ferries’ submits its response to condition 2 of Order 18-02
Condition 2 of Order 18-02 requires BC Ferries to conduct a thorough investigation of the Queen of Cumberland incident including a review of subsequent actions taken by the company to minimize the inconvenience to ferry users. The commissioner invites comments from ferry users by August 22 regarding the subsequent actions taken by the company and future actions proposed by the company to minimize inconvenience to ferry users.

Commissioner comments on North Coast Ferry Service Report
The commissioner acknowledges that the perspective of stakeholders in Northern Vancouver Island, Prince Rupert, Haida Gwaii and the communities that service Totem Circle Tour travelers is a critical factor for the Provincial Government and BC Ferries to consider in planning and delivering coastal ferry services in the Province.
With respect to the reference to the Ferry Commission’s performance review of BC Ferries’ customer satisfaction surveys, the commissioner notes the following:
- customer satisfaction surveys are specified in the Coastal Ferry Services Contract (“CFSC”) between the Provincial Government and BC Ferries;
- the current CFSC does not explicitly require surveys on every route;
- the commissioner does not have the authority to order amendments to the CFSC but the result of the commissioner’s Order 18-01 will be that all routes will be surveyed by the end of 2019; and
- under the CFSC and the Coastal Ferry Act, BC Ferries must comply with all orders of the commissioner.

Commissioner monitoring BC Ferries’ Recovery of Queen of Cumberland Service in Southern Gulf Islands

The commissioner is aware of the incident involving the Queen of Cumberland which serves the Southern Gulf islands from Swartz Bay. As a result of this incident the vessel is out of service until a new davit arrives and is installed by BC Ferries and certified by Transport Canada.
The commissioner is also aware of the significant inconvenience this has caused ferry users in the Southern Gulf Islands and some of the questions raised regarding the length of time it is taking to restore normal service. The recovery of service caused by the incident with the Queen of Cumberland is the responsibility of BC Ferries. It is also their responsibility to communicate updates to their recovery plan to the travelling public.
The commissioner is monitoring BC Ferries’ recovery efforts as well as their communication of updates to ensure measures are being taken to minimize the impact on the communities involved.

BC Ferries and The Province agree to amend the Coastal Ferry Services Contract establishing the new Designated Ferry Route 28 – Port Hardy/Mid Coast/Bella Coola and adjusting transportation service fees to contribute towards the Province’s Fare Relief Program for the balance of Performance Term Four.
