Unfair Competitive Advantage: Reasons for Drop Trailer Services Decision
Today the commissioner published his 51-page reasons for determination in the matter of the drop trailer inquiry under section 45.1 of the Coastal Ferry Act. The document:
- describes the origin of the inquiry;
- explains the commissioner’s key finding that the regulatory framework itself creates an unfair competitive advantage for BC Ferries in its drop trailer service on the major routes;
- summarizes the process of the inquiry and the public comments received;
- gives detailed reasons for his determinations in his February 7th Order 11-01 of a minimum allowed average tariff from drop trailers, and an horizon traffic volume of drop trailers on BC Ferries that could trigger a review of the level of the minimum average tariff.
